Im moving into rented accommodation and haven't signed a contract as yet but I was just wondering if water bills are paid by the landlord or by the tenants?

Can be either although the water board will probably hold you responsible unless they get written confirmation from the landlord
I THINK is a whole sentence, not a replacement for I Know

When I was in rented accommodation, because it was a house split into 3 flats, all on one water rates bill, it was included in my rent.
Maybe it depends on whether there is a water meter or not?
You'll need to check the contract, or with your landlord.

Pedant alert - it's could have, not could of.

Check the contract with your landlord.
