Which do you want to use? Outlook Express or Microsoft Outlook.
It sounds like Outlook is your default, and when you start OE, you say you don't want it to to be the associated email program?
Plus, you've got to remember, as you are downloading mail from the server into Outlook, when Outlook Express tries to get a copy, it's not there anymore. This can be remedied by going into Outlook and clicking tools
Go to email accounts
Change existing email accounts
Click email account
Click change
Click button in bottom right that says More settings
A new window opens
Click the Advanced tab
At the bottom of that window, put a tick in the box that says leave a copy of the message on the server.
You will also need to do this with outlook Express. it's similar.

Accounts
Click Account
Properties
New window, click advanced tab
Again, tick box that says leave copy of message on server.
