I always thought railway parking was covered by the railway by law so was different to parking in a retail park, etc?0

Well you thought wrong then.
Some are covered by railway bylaws, but the vast majority are not.
Indeed and even those that are covered the TOCs are under the misaprehension that these Private parking company fines are all they need to do rather then prosecute under the bylaws.
