I have now heard back from the supermarket. Can anyone actually make any sense of this, with it's talk of "being under the council" ?

I'm sorry you are unhappy with the signs at both our stores and you have reported this to the British Parking Association.
I have been in contact with our Facilities Team here at xxxxx. I have put your comments forward to them. The xxxxxxxxx Ltd (the PPC) are under the council who are in control of the signs in our car parks. I would advise you to contact your local council regarding your query for further comments on this.

Sums up the lack of education among some people these days - it makes no grammatical sense and is plain wrong about the Council!
Write again, could be an interesting exchange of letters/emails if the Supermarket really don't know who is 'policing' their car park. Just shows that they would never know about the threatograms if they can't even be bothered to find out what a PPC is.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'm sorry but these car parks belong to xxxxxxx (the PPC) and are under the Council. We do not own the car parks. You will need to contact the Council for further assistance.

I doubt that the car-park are "owned by the PPC" and I bet that the council have nothing to do with them at all. I will try and ring the respective councils next week to check.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
Tell them that you are going to report them to trading standards as their reply is factually incorrect, the car park is part of their operation, the PPC are their agents, they both have a responsibility to not to deceive their clients with claims of an authority, the council rubbish is just a way to fob you offExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0 -

I am actually talking about two supermarket car-parks which are not only in different towns, but in different counties. In both cases, the supermarkets are "stand alone" (i.e not part of a retail park) and are in the town centres. So they both look as though the land and the actual store would be under the ownership of the supermarket and not rented or leased from a third party. And, of course, nothing to do with the council.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

Could be Council owned though. Worth checking with the Councils, and while you are about it finding out any t&cs in the planning permission given for the car park. Maybe they have to allow customers to go offsite or have to allow people a certain length of time for parking? It would be good if the PPC have the t&cs wrong.
There's a town centre Tesco I know of where the Car park is the Council's and Tesco lease and maintain it on the understanding that customers are allowed to use it for the local small shopping Centre as well, where there is only very limited parking. I love the fact that the PPC there at Tesco cannot get people for 'going offsite' - and if ever they do start trying that little game, guess who will be telling the Council?PRIVATE 'PCN'? OK, time to name and shame, especially as I have mentioned this matter in another thread. The supermarket is ASDA and the PPC is Town & City Parking. The two car-parks are in Grantham and East Retford. I was in the Retford store today and the signs state "Managed by Town and City Parking on behalf of ASDA Stores Ltd". . To make doubly sure I rang T&C and asked them if they actually did own these car-parks. Their reply was a definite "no". They said the car-parks are owned by the supermarket and (as the signs say) T&C only manage them for ASDA.
I have now sent off yet another email to ASDA telling them what T&C had said and asking for their comments.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
So Asda can now only state the council own them as they have before? Assuming they stick with their last statement to you! The council own them, Asda lease them from the council, and T&C manage them for Asda?????

The occupier is normally the party that contracts with the PPC.
Ownership in such circumstances is irrelevant.
It sounds to me that ASDA knows full well what they do and that they know that they have joint and several liability.0
