Hi OP you have asked are you in the wrong from reading this I would say yes you are in the wrong.
You have had an account suspended for whatever reason the reason really does not matter then opened another ebay account with false details I suspect linking it to the same paypal account which now has been suspended as paypal quite rightly think something fishy is going on with that account.
As soon as an ebay account was linked to your paypal account and the details did not match up and then a payment was added to the account all of the fraud alarm bells at paypal started ringing this is why they suspended your paypal account.
Paypal have the right to hold the funds for 180 days before attempting to give them back to whoever they deem to be the rightful owner of the funds as you have used 2 different names to take payments using that paypal account so they will more than likely ask you for a lot of information to verify you are the rightful owner of the funds after the 180 day limit is up before they return the funds to you.
This is to prevent credit card fraud and is in paypals terms and conditions which you agreed to when you opened your paypal account so there is really nothing you can do about this but wait to get the money back from paypal.
In the meantime I would advise paying what you now owe to ebay as they will send debt collectors to hunt you down for the money and then you will find that fees for the debt collectors will have also been added to the initial debt.
