Forum/server clock is still set to GMT

This only effects users while they are NOT LOGGED IN, but it is still annoying

When you are LOGGED IN, vBulletin applies your personal timezone settings (including BST correction) and corrects the time displayed on posts and at the bottom of the forum page.

When you are LOGGED OUT, all times and post timestamps are still shown in GMT.

and it needed someone with admin rights to go in and correct it.
