            I think in obvious situations (i.e. minor and major road intersections) it'll be blindingly obvious who would usually have right of way (albeit proceeding with relative caution). . When lots of seemingly same sized roads are converging then it's a lot less clear-cut... and Cities in particular are full of them. So Mr BMW owner ryan is not totally off but probably will be in 80% of situations 
 The bbc report states that the system exists elsewhere in the world, but they have signs indicating priority (aaah, I think, that's what that sign means!), so maybe you'd need that to help.0

 It works well enough in Spain.
 The scheme is not meant for major A roads crossing each other at rush hour. It is meant for B/C roads crossing/joining A/B roads.

            Jase- they're not speeding, but driving the wrong way down a sliproad- lucky nobody was injured.
 The amber lights I've used in a few countries- they do work reasonably well for the most part.0
