Noise from neighbours - NOW - Who do I complain to - Please advise!

The noise from my neighbour is driving me mad...they have been having some sort of party since lunchtime today and playing reggae music so loud that things in my house are vibrating...I can't hear my television or anyone on the phone and now have a dreadful migraine. It looks set to last through the night as more and more…

Also I would call your local council and ask for noise diaries. Is the noise happening at night too? How long has this been going on?
