How does Second Chance work?

The winning bidder on my auction was in Russia, even though it said on the product page that I sell to the UK only. I sent him a note saying I'd post it if he paid extra postage. No reply, and that was three days ago.
So, how does Second Chance work? Can I reopen the auction? Or just go to the next highest bidder?
I did not send an invoice, as I was not happy about the bidder, even though he has a good reputaion of 12 positives.

Stating on your listing UK only doesn't stop people bidding and buying. Only by choosing exclusions in your preferences will non-UK buyers be excluded.
Change your prefs now then you can apply for a cancellation and choose the option 'buyer is from a country I don't ship to' When you receive confirmation then you can relist or offer a second chance.0 -

As botanical rightly says you need to sort out the first winner before you do much else. So you have two options, either open an nPB on day 4 and then close it 4 days later, but you really ought to send a proper invoice before you do that as otherwise buyer might just get funny and pay the uK amount and that causes no end of porblems. Or you cna try a mutual cancelllation which you can do today, but buyer needs to agree to that otherwise you lose your FVFs.
When you go for a second chance offer you just hit the SCO option in the drop down menu and it sends your underbidder the offer at their highest bid price which they can accept or decline. NPB= Non paying bidder.
You need to do a formal request to cancel rather than just ask the buyer. OK, here's what happened.
The bidder replied the same day that he definitely wanted to buy the article and would pay for the extra postage.
I replied immediately with a new price and asked if he agreed; no reply.
So I sent an invoice and asked for to to be paid via paypal. That was on Monday; no response since then.
At what point can I count him as an NPD?0 -
PS: the price I quoted for postage was just 2 p above the Royal Mail Signed for price as quoted on their Price finder page.
The total price is now £20, still £10 cheaper than the brand new price; and it is a pair of brand new Nike trainer bottoms, label still on; I lost the receipt and could not return them to the shop. Been lying around at home for half a year!

You can open an nPB exactly 4 days to the minute that auction ended. It isn't too late. on the Resolve Problem page, it says:
Come back and close this case on or after 04 Apr, 2011 or once you receive payment. You must close this case no later than 30 Apr, 2011 to receive a final value fee credit for the item.
So that means it is too late?!0
