delayed postage

i bought an item on the 17.11.06 and paid the same day through paypal, postage was £5 (described as 1st class standard, 1 working day) and i needed it by the Wednesday, giving him 2/3 working days to complete, the transaction, its Saturday and still havnt had the item, can i get a refund or would a neg feedback be worthy?

He is still within the suggested posting limits. Whilst it is not best practice, some sellers might only go to the PO once or twice a week, you should never assume that sellers will post daily.
