Not stupid at all, a good driver will be aware that somebody is about to step out and adjust their speed accordingly, as I said I have never put myself in to a position where I needed to " slam on the anchors ", if you have, then perhaps some further driver training may be in order.
And it could be that you haven't encountered some of the idiots some of us others have.
Seeing people waiting to cross is one thing, others just step into the road without checking the traffic, becaue they walk along the pavement and then step out. No indications they were going to cross the road to give a motorist advance warning.
And if you say you have never encountered any of these, then you have been driving for a VERY short time, or I choose to disbelieve you.0 -

They're the pedal clip type, it means you can push/pull at the same time, rather than only on the downstroke = same effort, twice the power and no bobbing up/down in the saddle.

I cannot recall the last time that I had to " stand on the anchors "..
Stood on the brakes but still hit one of them (or he hit me part way down the front left wing). Police said not my fault and later the mother appeared at my house with little scrote that got knocked over in tow to apologise to me, wouldn't happen now.0 -
As an occasional cyclist and participant of the world naked bike ride in London https://www.worldnakedbikeride.org/uk, I would support measures to help cyclists, but I strongly suspect that a change such as you describe would lead to a massive increase in fraud, which careful motorists would have to pay for.We need the earth for food, water, and shelter.
