Newspaper competitions are fake?

I think there should be a law banning all competitions going ahead unless independently adjudicated, like the National Lottery is.
I don't so much think of it as rigging, as simply not bothering to give a prize to anyone or the prize never existing. If you think about there's no way to verify it currently - ALL competitions generally I'm talking about - you can do the send in an SAE for the names and addresses thing, but they can just put Joe Bloggs, 40, Whereversville or something.
Some comps are real, sure, but some of them, especially the lower profile ones cannot be. As for newspapers specifically, wasn't there something on this forum about a Daily Mail competition that DM refused to supply the winners' names of addresses for..?0
