Admiral will be cheapest if you only use confused.com, as I think they either own or have mega shares in it.

Note to sheslookinhot, Elephant have price matched with Admiral for my daughter for the past 2 years, it's not the best policy on the planet, but it's better than a lot. If I phone during office hours, I get through the Cardiff quite quickly, and their staff seem far better trained on cover and general nouse than the staff the "big companies" are churning out these days.

Daughter is a 20y.o., in a 1400cc polo, been driving 3 years, Elephants renewal was around £458, Admiral £376. Elephant price matched immediately, and got new documents out to us next day.
