Which broadband provider for us?

We are currently with tiscali - however we have been having HUGE problems for a few months ...... we cant get to secure pages 80% of the time.... tiscali admit its their problem but cant seem to mend it..... and are still charging us when we cant get to most sites!
They have agreed that we can leave our contract early so we are looking for a new provider...... we need:

They have agreed that we can leave our contract early so we are looking for a new provider...... we need:
- No download limit or a high one........ 20gb plus.... pref 40+
- No (or very little) start up fees (we have router etc, nothing needed)
- Reliable provider with easy to access customer service
- No throttling on P2P (if poss!)
2012 wins approx £11,000 including 5k to spend on a holiday :j

Same problem for me and their forums on their own website are full of similar unhappy customers. They gave me a MAC code to leave them yesterday within minutes of asking for one even though I am within contract.....they are obviously embarrassed about this problem and happy to let us complainers go.
Their Tech Support is awful........denied knowing anything about the issue even though their own forums have hundreds of negative posts about the issue.
Its a shame because Im on the combined Broadband/Anytime call package and it is great value and additionally there is talk of them offering the same deal including the line rental for £19.99 from sometime next year.0
