    To be honest, it sounds very much like ebay would be a better place without him. It doesn't sound like he's prepared to perform as he should or as ebay direct. If you neg him, he may get wiped out, but it will prevent him 'committing further offences against buyers'. :)

    Absolutely, particularly as the 'next' buyer may not be so savvy.

    Based on his attitude it's no more than he deserves; approach it with the idea that you are protecting unsuspecting buyers from a poor seller.

    I would leave feedback like "A perfect example of Ebay at its worst".
