Our HR department will not issue a contract to someone unless they have an NI number - they do write them a letter offering them the job though - which is something DWP ask for.

You just have to ring an 0845 no (can't remember the rest) Job Centre Plus and ask for them to do it for you. They will probably want to see you face to face

This was a while ago (2006) but I opened a lloyds tsb bank account without any photo id (a few months *after* the money laundering rules came in) because someone could verify my ID who had more than a certain score on their system. They still needed proof of address however - I turned up with a masssive pile of paperwork and they helped me sift through it all until they found something they could use - oddly, a letter of acceptance from my university (despite it not being a student account).

So this could work the other way around I suppose...

There are always ways round this - as another poster has said, try a branch near a big university.
