I know what you are saying but why did he feel the need to scratch it at all. It takes me less than 7 seconds to reverse into a parking space but he just wouldn't wait.
I just don't understand what happens in people's lives that makes them that aggressive at 7am in the morning.
It's worrying that someone with such clear anger management issues drives a big powerful car. If he's like that when he is parking, goodness only knows how dangerous he is when he is on the road.

He clearly fails in every other aspect of his life. His wife ain't putting out, his boss thinks he's a lazy sod and he has no friends. He drinks alone and has a member the size of a wotsit.
He's bitter and angry that life hasn't handed him a free ride, so he takes it out on people trying to park. And small children in wheel chairs.
Fix your petrol cap and carry in with your life safe in the knowledge you'll never be a bigger douche than that bloke.

Think maybe we are ignoring the obvious.
If he has done it right across the fuel filler cap - cant you just replace the cap. Is it metal - a lot of fuel flaps are plastic.
Even if it is metal replacing this one part would be cheaper than a respray.0 -
My DH says google "aftermarket fuel filler flap <car make>". He just did this for your car and found some that stick over your existing flap (and thus conceal the text).
