Consumer unit = Fuse Box. Is this in your flat or the basement?
If it is in the basement it will be obvious to see the wires from the your to it and therefore it would give you the option turning off all curcuits and see if you still have elec in the flat. If you still have elec on everything then the meters are labelled wrong, if only partial loss then there is some wiring issue.
If it is in your flat you can try tracing the wire back to the meter. The other option is to turn it off, check everything in the flat has gone off and that the meter is not turning.IT Consultant in the utilities industry specialising in the retail electricity market.

Not sure it would work- although i did notice today when i checked, that the flat above me's meter was going much faster than mine and he was out. He has storage heaters but they wouldn't have been doing much in the middle of the day, i wouldn't have thought.
With storage heaters he would have a meter with two displays(assuming he is on Economy 7) or two meters - one for off-peak.
Could that be part of the 'problem'?0 -
I pay £135 per year for electricity. Gas heating, cooker and hot water. No shower. Washing machine twice a week (15p for a 40 wash), Computer 5+ hours per day. Tv or hi fi used most days. If you switch off the electricity and everything in your flat stops working and your meter readings are correct then you are paying for what you use.just checked bill and i'm paying 8.354 per KWH. Is that really good then?0

@ Spiro- thanks for explaining that. I've not seen a fuse box in here so, i guess, it must be in the basement. I'll check that out. Thanks again for your help.
@ Cardew- he appears to have one meter, but with two readings on it.

One more question- i've heard that if you call them out to check a meter (usually because you feel your being OVERCHARGED) they charge you, but what would happen in this case- its Scottish Power that would benefit, so would they still charge to check my meter?The first time we said hello, was the first time we said goodbye. Betterlatethannever, the easiest way is to switch off the meter and see if anything in your flat works, as Norman suggested. If you find that things are still working then you have your answer: at least some of your power goes through another meter. If your flat is all "dead" then relax - you are very frugal with your leccy and have a cheap bill as a result.
