T-Mobile PAC

Hi all
Im currently in the process of upgrading on TMob. I had a loyalty discount in the past and would like this discount to continue. However TM are saying I can have the discount and a budget hanset, however I dont want a budget handset, I want a new handset (K1/D900) and the continued loyalty discount. CS say I can get the discount and pay £150 for the phone. Average bills are around 200 (have paid 350- 450 in some months). Spoke to CS and the girl was making it out like im asking for too much (do you guys think im being greedy, or unreasonable in my demand.)
My basis for my argument is that the off-peak free minutes plan (>2000) is available sim free on VF for the same price. And i can pick up a new handset for about £150 maybe more. And so what purpose does my loyalty with TM serve- nothing.
I have already asked for my PAC but have been told to ring next week when the 18 months expire. If i requested my PAC but somehow decided to continue with TM, what effect would the PAC request have.
Also any comments or advice will be appreciated.
