I think 68-70k would be a good starting offer. 60k is unlikely to be accepted if it was originally up for 95k.
It's amazing how house prices differ across the country. Around here, you wouldn't get a 3-bed semi for less than about 150k. More, area dependent.0 -

To be honest, if you insulted me with an offer like that I wouldnt sell it to you at any price.

Like a lot of houses on the market in my area I'd imagine this one still hasn't sold because the asking price is so insulting to potential buyers that they won't even bother viewing it.
Land registry suggests prices in the area are on the way down, but about 20% up from last time this place sold. So starting point would be about £70k but then you have to factor in anything else important (improvements, changes to area etc).0 -
Reading the details, it doesn't have a back garden, just a yard which can be accessed from the road behind it.this house http://www.rightmove.co.uk/property-for-sale/property-31977449.html has been on the market now for at least a few months and has already come down from 95 grand. Its got an access road between the road and its garden at the back and is a bit dated inside.
What would you put an offer in for? 60 grand?.................

If you are ina good position/cash buyer, a low offer in the region of £70k might be considered. If you need a mortgage, I wouldn;t expect the vendor to be too excited about a low offer.
It's March. Maybe the market will pick up in Spring. Who knows? If you think prices will fall (as I do), wait if you're not bothered.
How much do you want it? £60K would suggest you ain't bothered. I agree with McKneff, insult me and no matter what you eventually offer, I would welcome a gazumping offer at he 11th hour - something that is normally against my nature.
