lpg cylinders, full or not?

Beware anyone living in an area with lots of holiday static caravans in it. The suppliers take back the cylinders periodically or at the end of the season, and will resell any that are not empty. When you buy a cylinder there is no unbreakable seal on it, so you have to rely on the weight and honesty of your supplier to tell whether it is full or half full. Which is why some seem to last much longer than others. I feel this should be regulated but the mobile home community seems to have no voice with the government.
