It does seem odd that you dont have to get the photo counter-signed by someone who knows you where-as with a passport you do. But then maybe there is a case for abolishing this necessity for passports rather than the other way around.
You will find the DVLA are moving towards getting the photo from your passport without the need for you to post one.

    yes, its robbery

i had a 1 payment licence due to end in 2025, but somehow it now ends next year, but not if i pay, so its just a cash cow for HMG, plus your photo id licence is worth zilch cos everyone still wants to see the paper portion

BTW some classes/groups are coming off licences, be wary!

I doubt very much that DVLA make much of a profit out of issuing photo licences.

The reason for the paper counterpart needing to be produced, is to reduce fraud and also that is where any endorsements are recorded. It is not possible to recorded this on a photocard, unless you wish to be charged for a replacement every time you receive points as well as the fine.

I suppose you could put some one elses photo on the application form but that would not help much if you were stopped by the police and asked to produce your license.

I went to Dublin for a few days a couple of weeks ago and my photo ID driving license got me in and out of the country no problem; but they did take a good look at me and the photo.

I am not sure that is correct. Each time I have renewed mine, I have to get the photograph and form endorsed.

If you are renewing the photo on a photocard licence or applying for a first photocard licence with photo ID (passport, EU ID card) you do not need to have the photo endorsed. Otherwise you do.

Makes sense really. If you can supply a document containing a photo of you that's already been through the endorsement process, why should you have to do it again? Unless perhaps you've changed beyond recognition.
Let's settle this like gentlemen: armed with heavy sticks

And you're Peter Duncan; I gave you fair warning

It may be useful to do it the other way around too. For the passport people to get your photo from your driving license, if you have one.

Does not seem to be much point in duplicating the bureaucracy.

I must have been in the first batch to get one when they first came out in 1998. This was before 911 and security was not such an issue. I dont recall being asked to get the photo endorsed.

In 2008 I had to get the photo updated and there is no requirement to have a renewal endorsed.

NO - the passport one has to be countersigned the licence does not. Therefore you could provide a bogus one for the licence and then get that photo on a passport.

From what I understand, the licence one has to endorsed if no other official identification exists. So, if you don't have a passport etc., you need to have the photograph countersigned.

You only have to get your passport photo endorsed when you renew if you are not recognisable from the one from 10 years before. I haven't changed much since 2001 when I renewed last month but I got my photo endorsed anyway.
