Sometimes the rate offered on new applications drops. So the logic is you would be unaffected by this if you have the account already open, even with nothing in it.0

It's likely they will release a new issue rather than cut the rate.
They won't reduce the rate at all unless base rate drops, as it guarantees to track at base + 3% for a year. It also guarantees to be a minimum of 3.5% for the year, not that base rate is going any furher south anyway.
As you say, they will just close that account to new applicants and introduce a new account with a near-identical name and a less-competitive rate.

If you were to open it now, without funding it, and they were to drop the rate (unlikely though that is) you don't lose anything - you can just walk away from the account and open another one somewhere else. Because you haven't funded it, it's just a zombie account clogging up their system.0

You can apply to Santander online now. You get the option of how you want to fund it without making any payment. Just make your deposit next month.
Santander pulled new applications for there highest interest rate ISA product soon after the tax year started and added all sort of hoops to jump (such has current account with 2 direct debits) to get one after.
Their is no way that you can apply for the Loyalty Flexible ISA online! it has to be in store or by phone..0
