Passing all the checks and signing your signature don't mean nothing I am afraid.
Indeed, capital one ask you to sign the agreement online if its an approval, or if it's refer.
Their website will clearly state "Congratulations! Your application has been approved and your card will be with you in 7-10 working days" if approved instantly, otherwise it's gone to underwriting for a manual decision.
Could just as easily go one way or the other

Is your credit file any worse than mine is at present? I'm only private renting though but since i have been here in over a year I've not missed any payments on anything.
