The 'three strikes and you are out' rule only applies to NPB strikes not feedback so won't affect a seller. Ebay will allow a seller to go to minus 3 feedback before an account is automatically suspended, so it would be difficult if they already have high positive feedback.

There is also the risk that if a lot of negs started hitting the account that the seller could report the users as malicious buyers, in that case ebay would check bidding patterns and user ids and see whether there was in fact a campaign to harrass a seller. If that can be shown then the negs would all be removed and the buyer accounts all shut down.

I had a malicious buyer, registered bought something and left a neg. I pulled contact details and the telephone number was not valid, it took about a week but I finally got a personalised e mail from ebay (not one of the standard ones) that said something along the lines that ebay worked hard to ensure that buyers could not register accounts purely to harrass sellers. They had investigated my complaint and whilst their privacy rules meant they could not tell me what action they had taken against the buyer, they could tell me that the negative left for me had been removed from the system entirely and would not show either as a comment or a negative strike. Checking the buyers user id he had been NARU'd.
