old boiler condemned: gas or electric for new?

My old gas boikler ghas been capped off as unsafe, so I urgently need to install a new one. I have quotes for a new gas boiler in the region of £3.5k. Because the existing flue exits onto my neighbour's property, which is now illegal, it will need to be relocated with additional cost for pipework. I am considering replacing it with an electric boiler for my hot water and central heating. I've been told it's more expensive to run, but how much more? Where do I go to make a realistic comparison? An electric boiler would be much cheaper to install but I need to calculate the cost over the life of the boiler (say, 15 years)

Gas is about a third of the price of electricity.
New gas boilers are very efficient - electricity is 100% efficient.
Gas boilers need servicing - electric don't.
Fitting electricity will detract from the value of your property.
IMO no contest - fit gas.0 -
Was that £3.5K quote a BG one perchance?
