Anyphones out there under £30 with camera?

My mate is asking for one or two and has to be under £30 and must include a camera. That's all, nothing special just a basic camera and a reliable phone to send abroad!

Argos the phone is on 3 network and is reduced to £29.99 and has £30 airtime included so basically it costs nothing.
