Internet "slammed"

My sister has had no internet access since yesterday. After loads of phone calls to AOL (her provider) we've worked out that she has been slammed.
AOL can't seem to tell her who has done it.
What can she do to get her internet back?
Can we find out who has done it?

She's now been told by AOL that they can't do anything because the process has already started and she will have to wait until it's been transferred then they can change it back.
