We have oil central heating currently but we're wondering if it would be advisable to switch to night storage heaters or other form of electric heating. My husband and I both have medical conditions which mean we feel the cold so background heating is not sufficient. Any thoughts?

Storage heaters are background heating. What you want are local heaters such as convectors.
For storage heaters you would need to switch to Economy 7, which would increase the cost of all your peak rate consumption (outside the E7 hours).
Oil is expensive, but electric heating is more expensive still.No free lunch, and no free laptop
