I need a letter to open my back account

    It depends what it is being used as.

    If you are using it in conjunction with a Passport, the Passport is used as proof of ID and the Photocard proof of Address.

    If however you're taking in a driving license and a utility bill, the utility bill is proof of address and the provisional isn't acceptable proof of ID.

    Confusing, but both together should be fine anywhere.

    Where didn't accept it if you don't mind my asking?

    Huh. I've opened a Natwest bank account and RBS bank account with a Provisional Driving License before. Perhaps they've changed their criteria?

    This directly contradicts their own literature which clearly states "UK or EEA photo card driving licence (full or provisional)" can be used as primary or secondary supporting ID.

    There's no stipulation (as izools suggests) that it can only be used as a secondary (i.e. supporting) form of ID.
    Anything I post is my opinion, so from time to time I may be wrong. I try to provide answers based in fact, however I don't know everything, so (like all posters on MSE), take what I say with a pinch of salt.

    It was ID needed as I was opening a child's bank account, unless it's different for those?

    No, you're right, I've just checked Natwest's website and it would appear that they have changed their criteria.

    HBOS though do accept provisional as ID so it seems you were fobbed off when you went into the Halifax.

    When I needed a letter for one reason or another, I wrote (or called, can't remember now) to HMRC and asked them to send me a letter confirming my NI number. Received one a few days later. Providing your address is the same one you're using to open your account with, I don't see any reason why you can't do the same.

    Ohh, editing it makes the thanks go away! :(

    With Natwest/RBS, provisional driving licence's can only be used if you're 20 years old or younger. Other student related ID is acceptable too, such as tenancy agreements from a housing association (not private), or letter from college/uni confirming who you are, where you live, what you're studying etc.
    Anything that I do say, is strictly my opinion :p

    Have you got any sort of bank account anywhere else that can provide you with a statment/certificate?

    Provisional Driving Licence card with photo is perfectly acceptable as one form of ID if opening an account with Halifax and should be fine with Bank Of Scotland branded products.

    If you are under 18 then you can use birth certificate.

    You need what is classed as "Government issued" which verifies your name and date of birth/name & address and then something supporting it that has your name & address or name & date of birth on it.

    Have you looked at the Easycash account if you are struggling as this can be generally be opened via post with one form of ID. Ask in the branch for a pack or check out their website.

    I'd be interested to hear any institution's rationale for rejecting a provisional license. There is no logical reason why a full driving license is any more secure as a form of ID than a provisional one.
