There's probably an alternative you can use. Usually there's a whole list of things to choose from. Which bank is it? Have you tried phoning them to ask what will be suitable?

As an example, I popped into Halifax at lunchtime to provide ID for a new account which I had opened online. The 4th page of this leaflet lists what was acceptable: http://www.halifax.co.uk/SecurityandPrivacy/pdf/1_338311-5_1106.pdf

Isn't the Bank of Scotland somehow related to Halifax? So I assume they would accept the same or similar. If I didn't have a passport or driving licence, I'd have gone for birth certificate, NHS card or council tax bill (all in the left hand column as government-issued documents). I'm surprised you weren't even provided with a list like this.

1.Why can you not get a letter from your college principle or course tutor stating that you are indeed on a course at the college. It would need to be on offical college note paper, with the relavent contact telephone numbers.

    2. Find out which bank the college uses and open account there.

    3. Speak to the college welfare officer. They most likely have delt with this before.
  • use nhs card or birth certificate since most likely to be accepted

Do you have a tenancy agreement? That might be acceptable as proof of address.

Can you try applying for a provisional licence? This would be the quickest and easiest way and serve as photo ID in the future. Birth certificates and nhs cards are usually out of the question.

The below PDF gives you details on ID Bank of Scotland will accept:-
    http://www.bankofscotlandhalifax.co.uk/SecurityandPrivacy/pdf/personal-information-and-your-identity.pdf

To save a bit of time I've copied and pasted the section on acceptable ID.
To confirm your identity we need you to provide at least one government issued document plus a supporting document from the lists below.

Government issued documents include the following:
    • Passport (full signed).
    • EEA or UK national identity card.
    • UK Border Agency ID Card.
    • Northern Ireland electoral identity card.
    • Resident permit (issued by the UK Home Office).
    • UK or EEA photo card driving licence (full or provisional).
    • UK (paper style) driving licence (full only, provisional not acceptable).
    • Benefit book or original notification letter confirming your right to benefits or state pension.
    • HM Revenue and Customs construction industry registration card or certificate (CIS4, CIS5 or CIS6).
    • HM Revenue tax assessment or statement, but please note P2, P45 and P60 forms are not acceptable.
    • Shotgun or firearms certificate.
    • Disabled drivers pass.
    • Birth certificate or NHS medical card (if under 18 only).
    • Local authority tax bill.
    • Local council rent card or tenancy
    agreement.

For supporting documents you can use one of the following:
    • A document from a regulated financial services firm confirming a relationship exists, for example a bank statement or insurance certificate.
    • Local authority tax bill.
    • UK or EEA photo card driving licence (full or provisional).
    • UK (paper style) driving licence (full only, provisional not acceptable).
    • EEA or UK national identity card.
    • Northern Ireland electoral identity card.
    • Utility bill, statement or certificate, for example gas, electricity, telephone provider. Please note mobile telephone bills cannot be used.
    • Local council rent card or tenancy agreement.
    • Benefit book or original notification letter confirming your right to benefits or state pension.
    • HM Revenue tax assessment or statement, but please note P2, P45 and P60 forms are not acceptable.
    • Housing association rent card or tenancy agreement.
    • Student matriculation photo identity card.

Only an option if the OP is under 18.

Yes. Halifax is a brand name of Bank of Scotland plc. Which means the acceptable ID is identical.
Anything I post is my opinion, so from time to time I may be wrong. I try to provide answers based in fact, however I don't know everything, so (like all posters on MSE), take what I say with a pinch of salt.

A provisional licence isn't accepted everywhere.

I had to show ID last week and only a FULL driving license they would accept.
