The DWP have had this proposal out for consultation for a while now. Its not all that revolutionary an idea and of course the beenfit advocacy groups have stirred things.
Basically, under the new system comes into force, people will get advance awards of benefit which will then be deducted from their benefit at a rate agreed. This is much the same as what happens with a crisis loan with the benefit that most people wont have run up mountains of debt with the social fund.
And, IMO, the vast majority of crisis loans awarded are done so wrongly.0
