Others have not answered your question directly.
If you succeed in formatting the hard drive you will lose the operating system. This is usually considered a bad idea, especially as you don't have the windows disc (s)
I could be wrong, but the fact that you asked this question suggests that you are not really up to speed on computers.
What exactly is wrong with the laptop that makes you think it needs a format or a re-load of Windows?

I can say right away that any Toshiba XP system came with Recovery discs (No Restore partition available) Toshiba didn't include recovery partitions until well into the new year (after Vista was released) and even then still supplied reco discs.See if you can get a hidden recovery option, possibly open my documents, click tools, folder options, view, put the dot in show hidden files, folders and drives, click apply, look in my computer
You can't use that to uncover hidden partitions, just some hidden files (And even then theres a further option you have to enable to view everything)0 -

I am basically trying to clear the many programs from the 4 accounts (Sister in law and family) that have been downloaded. I thought (wrongly) that format would have been the easiest way to do this. but basically wish to clean the hard drive.

Formatting is the easiest way so long as you can put a clean copy of windows on
It seems you cant so your probably going to have to slowly go through everything thats installed etc
If you wish to go the slow route -
Download MALWAREBYTES (Make sure you click 'DOWNLOAD LATEST VERSION')
http://www.filehippo.com/download_malwarebytes_anti_malware/
Open malwarebytes and goto UPDATE and click 'check for updates'. After its updated goto SCANNER and click PERFORM QUICK SCAN then click SCAN
Remove everything thats found (needs to be ticked)
Post the COMPLETE log here AFTER youve deleted everything it finds
If anything was found then do the exact same but run a FULL scan
reboot
Download HIJACK THIS (Make sure you click 'DOWNLOAD LATEST VERSION')

Click MAIN MENU then DO A SYSTEM SCAN AND SAVE A LOGFILE(Takes seconds) then post the log so we can see whats running
(do NOT do anything else with Hijack but scan and post the FULL log)
If you get a message that you cant write to the hosts file then Press the SHIFT key, and whilst holding it RIGHT CLICK and select RUN AS (admin):idea:0 -
DON'T DO IT !!!
Get someone who knows a little more, to delete the unwanted accounts, leaving just the 'Administrator' account.
