True, and I've never suggested staff in the jobcentre are not targeted on referrals/outcomes. The point I was making is that it doesn't matter how they are targeted, if a DM acts correctly within the law.

Let's not use the word 'fair' let's use 'correct'. I don't think DMs routinely make decisions they believe to be incorrect.
