    Although there is freedom of movement within the EU, many member countries won't pay benefits to those who haven't been employed in them.

    Who can claim Housing and/or Council Tax Benefit

    EEA18 Nationals

    Most citizens from the EEA18 Countries will be entitled to Housing and Council Tax Benefit providing you satisfy the general rules set out below:
    • you are a worker (paid employee);
    • you are a Self Employed person;
    • you are out of work but have retained your worker status (e.g. temporarily unable to work due to illness/accident or you have lost your job and are currently signing on at the Jobcentre Plus after completing one year of continuous employment)
    • a self employed person who has retained worker status (because you are currently ill or had an accident and are unable to work)
    • you are a family member of any of the above;
    • you have a permanent right of residence in the UK. (Includes persons who have worked for 5 years or more, a retired worker/self employed person who worked in the UK for more than 12 years or a non-EEA national who has resided in the UK with an EEA national for more than 5 years)

    Law centres
    Law centres nearly always have a worker who specialises in immigration. Law centres generally have fairly strict catchment areas, so it is important to check whether a law centre in the area will be able to take on a case. Sometimes, the catchment area will include people who either live or work in the area.
    If the law centre can offer advice and representation in immigration cases, it will be free.

    Are your siblings much younger than you and therefore unable to work? It won't bring in much, but if they're at secondary school, they could do a paper round, for example.

    Are you doing a full on degree like medicine or engineering where part time work is impossible without impacting on your studies? You could consider changing your course to a part time one, or if that's not possible at your university, moving course. It may be possible for you to complete your degree on a part time basis (without losing credit for what you have studied so far), thus giving you more time to work and study.

    Was there any talk about maintenance when your 'dad' divorced your mum? Is he legally meant to give her any money? Is he in work and able to give her any more money? If he's still in the UK and he knows his children may have to move back to Germany, he might be willing to help out financially even if he wasn't before.

    If your mum and your siblings moved back to Germany, would they be entitled to any state help there?

    Do you have any family in the UK or in Germany who could help out? (E.g. could your mum and siblings move in with grandparents, uncles, aunts?, etc)

    If the facts are that your mum and siblings would be financially better off in Germany, they may have to seriously consider moving. I know it's horrible, not what you want to hear and you must all feel badly let down by your 'dad', but things are as they are.
