He pays 20 pounds for basic package and was told it would be extra 17 pounds for Broadband. They did not say this included Line Rental No TV signal in his area without Sky.

As per my prevoius post £17 is for Sky Connect, a rebranded BT product where LLU is not available, line rental is on top of this £10- £12 or so.

If he wants to make a further saving and has a paid Sky package he could change over to Freesat from Sky with no monthly subscription. Of course there would be some loss of channels but from what you say he isn't at home much anyway.

Use Firefox and get extensions to block all unnecessary stuff like Ads, flash etc. That uses up a fair bit of bandwidth and 10GB is very little.

Adblock plus, noscript and possibly requestpolicy will stop all of it. Just ensure that it doesn't reload the page after each change that is made as that could eat up extra bandwidth. Look in the preferences/settings to do that. Then manually reload the page after making all the changes.
