ubclaimed paypal payment

I had a random security check placed on a payment I made to a local buyer for an office chair. The payment was put on hold, but within 5 minutes I had proved everything that Paypal asked me to prove. The payment however stayed on hold waiting for the seller to respond in some way.

I phoned the seller, explained the situation and they said no problem come and collect the chair anyway, so I did. A few days later the seller hadn't done whatever they needed after being sent 4 emails by Paypal, and the payment was cancelled and returned to me. I just did the right thing and sent the payment to the seller again but it does show some people either don't care or don't know how it works.
