My friends are moving into a new flat but it doesnt have a landline.

what is the cheapest that any of you know were they can just get broadband or calls and broadband.

Also if anywhere that they can cancel after 6 months because thats when there contract ends.

If it is a new build then a £120 charge is applied for a new line installation with a 12 month contract.

Do let me know if i have mis-understood the question.

you kinda got it but kinda havnt. im not sure if its a new build all they have told me is it doesnt have a phone line

if it doesn't have a phone line (physically) connected from the pole to the premises then you need to contact BT to provide one at a cost of £120.

The Post Office offer line installation for £112 and "no long contract and no minimum tie-in" see here for more details.
