Uhm, I think you'll find you have this the wrong way round. And multiplying by the either of the factors is very simple piece of mental arithmetic - hardly maths degree standard. (Multiplying by ten and adding one more of the original price or multiply by one hundred and divide by three.)
I thought you just claimed that all YOU needed was a table of kWh prices. You can't cope with a simple multiplication converting units to kWh but you can cope with tiers and discounts.
