Two ISA/savings questions! :D

I want to start saving again, as I haven't for ages. I had an ISA about 5 years ago, but never actually really used it, and there was nothing in it last time I looked. That account along with the current account along with it have nothing in them and I haven't used them for about 3 years.
Will I need to contact my old bank and get them to close the ISA before I can open another one and use it? I am confused as to whether it is okay to have two, if only one has money in it.
My other question was are there any ISAs with a notice period?

    You can open a new ISA without closing the old one. The rule is that you can only have 1 ISA for NEW money each tax year.

    You can get ISAs that are instant access or fixed for a period of your choice from 6 months to 5 years.
