Penny an e-mail, to carry on spending

Bob Crow was on 10 O'clock live the other night.
Caught him talking about implementing a penny tax on every e-mail, in order to keep spending. I think he meant spending the way in which we have, but he may just have been talking about pay rises for his unions. Someone may be able to help out there.
He did come unstuck and just shrugged his shoulders when confronted with the massive costs of collecting this tax, but just kept saying it, ignoring the collection costs questions.
So I ask, would you pay it? Do you think it has legs? Or do you think it's just another half baked soundbite with no sense of reality attached to it, but simply a way to answer questions on "where will the money come from".

An email tax? Well it's creative if nothing else.
Technically I think that would be massively hard to enforce, let alone the costs of collection as you state. What about a company like mine, with our own email server? Or just registering on an overseas server to avoid it altogether?

cost issues aside i have heard worse ideas,a penny an email bargain compared to snail mail,of course the easiet and most cost effective way to collect would be via isp`s,and you never know it might even cut down on spam if incoming mail was also taxed in some way also0

Bonkers idea. The next part will be what is considered an email?
Facebook messages, private messages on forums etc
Social media and the way people exchange messages is changing, i probably send less emails now than I did 10 years ago due to using other ways to send a quick message.0 -
