Paypal will require the seller to fax in a copy of the orange recorded delivery slip to prove the tracking number has gone to you and not to someone else, so all is not lost yet. If the paypal dispute does not give the option to demand this proof then do keep on at them to demand that they see the actual proof it shows as delivered to you. Incidentally, did you originally pay by credit card via paypal? If so you can always fall back onto them and get a refund.
Another thing to consider is in the case where the seller can track the item to your address you would need to make a formal claim to the RM and get a copy of the signature and see if you can't track down eho signed for it.paypal never help https://www.paypalsucks.com and https://www.paypalwarning.com are 2 sites i reccomend you look at kizzyw - i never use paypal now due the scams paypal run.
Feel free to recommend a more secure way of paying then that would have resulted in the OP not being in this situation...At least with paypal there is a better than good chance of getting money back, I'll be interested to see what you would suggest as a buyer instead so that the OP can ensure that in future they are 100% safe against dodgy sellers.

The system should be that seller will need to prove delivery *to you*, so paypal should not accept just a tracking number from him. However I always keep an eye on paypal as they have mucked up before.
What is the current status of the chargeback dispute in paypal? It's paypal now who will handle this and who will need to orange slip, you can expect to let paypal deal with this for you.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. IN the mean time, report seller to Ebay for false address details. I'm not an expert, but can only think it will help your case if seller is NARU'd!Ex board guide. Signature now changed (if you know, you know).0
