Shares ISA - Must it be fully invested?

Evening All,
I'm hoping to setup a new Shares ISA before the tax deadline to take advantage of this years allowance. However, I don't currently have any definitive plans on how I would like to invest my allowance.
Would it be possible to create the ISA and move money into it with a view to actively investing the money at a later date? Or must all the ISA fund be actively invested?

The ISA needs to be funded, no investments need to be decided.0

I think interest on cash in a S&S ISA is subject to a 20% charge.

The answer is yes, you can fund it and decide later how to invest it. But avoid keeping a large cash balance for a long time, the account provider may decide to return the cash to you.0
