BT Infinity - only partial availability at my exchange ?

Hi all,
After reading in my local paper this week that my exchange was one of the first to get BT Infinity I decided to check out BT's website.
According to BT, Infinity is not available at my address (even though one of the new cabinets is literally just round the corner from me) and Samknows says that THGG (Godalming exchange) has FTTC as "Available in some areas".
Surely they would make it available to everyone on the exchange at the same time ? Since they're not, how do I go about finding out when the remaining areas will be hooked up ?
Finally, are BT obliged to let other ISPs use the Infinity infrastructure ? ie what are the chances of someone on Sky's LLU service getting Infinity type speeds anytime soon ?

Sadly not the case as it's fibre to the cabinet and not all cabinets will be fibre enabled
