    Why are you not allowed to have a meter?

    The landlord(assuming you rent) can't stop you if your lease is 6 months or more. He wouldn't even be aware one was fitted.(until he moved back in) In any case why would anyone in a 2 bed flat want to stay on RV charges.

    If Yorkshire Water can't fit a meter, you will get an assessed charge which will be a lot less.

    Our contract is monthly rolling (rent), I know estate agents/landlord were not keen on one (Do not know why). I think I might secretly apply for one as its free or charge as you can change it back within a year I read. Our RV is 165 but that figure means nothing to me (I just know I am paying loads)

    If you are unhappy why not do as has already been suggested & "try" a meter? (ie as stated you can get it taken out again within the first 12 months if necessary)

    Our landlord does not want us to have one. The landlord owns most of the flats in our block and in our original contract we are told we can not change gas or electric suppliers and they do not want a meter installed. As previously mentioned I do not know why he has such an issue.

    That clause is not enforceable as long as you have a 6m or longer tenancy. It is no concern of the landlord's as to which utility suppliers you use.
    No free lunch, and no free laptop ;)

    I don't believe that is legal, for gas, electricity or water.

    Not sure that is so, but worth a call to Citizens Advice.

    The RV of £175 simply means you pay X pence per £1 for water and y pence for sewerage. So in your case (175 x X) + (175 x Y) = £528. The higher the RV the higher the charges.

    The RV was the notional rent the Flat would have made last time it was assessed. That assessment was probably in 1973 but certainly no later than 1990.
