Yes, you're probably right.

I've definitely seen a half yearly bill but it is probably the one in September/October that is sent out as a reminder.

A year ago we moved into a 3 bed bungalow, our rateable water rates were £69.00 a month, we asked for a water meter, which took two months to actually get installed, our water rates were then reduced to £28.00 a month, we have just received our bill for the next year and our payment has been reduced to £19.00 a month, as the water company actually owed us money.

We have not reduced our use of water at all, so it may be in your interests to ask for a water meter. You only pay for the water you use.

My local water company send the bill for the annual amount but request 50% paid by 1st April and 50% on 1st October. They also offer a DD plan over 7 months for the whole bill with the 1st payment taken in April.

Do they not let you pay in monthly installments? It's usually 8-10 payments by DD, starting im April. You just pay monthly until you move out and then cancel the DD.
