I think a comapny such as coverbox.co.uk uses it, and you can track their every move and make them pay for it... they install a GPS tracker so you pay for the mileage you do.ewwwww what is that...0

only offer of advice would be to get a multicar policy, yours and theirs should work out cheaper in the long run and of course be NAMED driver infrequent user or non user.
security thatcham 2 immobiliser or thathcam 1 alarm installed in both cars.
or get them to enlist in pay per usage schemes where by they have trackers fitted and charge for peak usage etc maybe worth investigating.0
