Tiscali/TalkTalk Speed Issue

Ive been with tiscali for at least 2 years with good regular 5mbps download speeds. Since being moved to talktalk and switching on the next generation network the speeds have been ridiculous, i now get regular download speeds between 0.4/0.8mbps which has been going on for over a week now. Only at 7am this will change to 44.60mbps and fluctuate during the day, by the evening it will go back to 0.4mbps.
Is anyone else experience this? Also ive heard its to do with a major compression speed issue on talktalks ipsteam circuit, which could take 2 to 3 months to another circuit!!
