    Well, your experience is different to mine.

    Not everyone who has a provisional has a 'test coming up' and they may not even be taking lessons.

    I'll just repeat, in my experience (clearly, different to yours) it is not a rarity for provisional licince holders to not be entirely au fait with the law in this regard.

    I would worry more about the no job - no income - no asset types who seem to be able to keep a car on the road. If/when one of them hits you then you will have no recourse to anyone apart from yourself and your own insurer. If the culprit is caught, when they get hauled (yet again) before the court, next to nothing will happen to them (yet again).

    As long as you can identify either the car or the driver then you should go to the MIB rather than your own insurance company.

    It’s still a claim on your record but at least you get to keep your NCB and (if you can identify the driver) then there is no excess to pay either
