Help with room heaters

I have just let my spare room to a lodger. He has a DeLonghi 3000w HiPower heater which, although thermostatically controlled, is on for at least 8 hours a day. The room is 14'x15' and 9' high with a large bay window (double glazed). Is there a cheaper way of safely heating the room?
Any advice gratefully received.

    If you mean electrical heater, the short answer is NO! There is no cheaper way of heating the room.

    It doesn't matter that he has a high powered 3kW(3,000w) heater or if he got a 1kW heater. Both will use xkWh a day to maintain the room at yC. The only difference is the 1kW heater would be running 3 times as long, and depending on insulation etc, might not be able to get the room to an acceptable temperature on very cold days.
